If you have not already done so,  grant the IUSR_machinename account full control to the c:\windows\microsoft.net\framework\ ......\Temporary ASP.NET Files directory.

You must also grant the ASPNET/Network Service user write access rights to the temp folder (typically \temp or \windows\temp) and the temp folder under the “documents and settings” folder (either \documents and settings\aspnet\temp or \Document settings\_ServerName_\ASPNET\Local settings\Temp).
